My car has a scratch from bumper to bumper, who is responsible?

In many jurisdictions in the US it is illegal for a bicyclist to ride a bike at night without white forward facing light so I would assume it would be the bicyclists fault, however check to see if the laws where this happened are similar.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
