That is completely unethical, from a moral standpoint. The key word here is "pretending. " It's lying, basically.

And if your friend later tries to make a pass at these girls later on, after he got them drunk under false pretenses, it's tantamount to rape. Even if he doesn't, I can't think of a single legitimate and/or reasonable justification for such behavior. Your friend is a jerk.

It's not ethical by my standards. It would not be illegal in itself; but, it could be illegal if it was part of some larger pattern of activity such as seducing them or letting them drive. I know very few people who just enjoy watching people get drunk. I would make sure your friend doesn't do this with the intent of sleeping with them. I can see that being considered date rape.
