Legally, yes they can. Regardless of the fact that you are the one living there, not him, it is still HIS house. He has all legal rights to do with it as he pleases.
However, there are guidelines. Was there anything in the lease about this? Some landlords respect this kind of privacy and will actually state in their lease that they will not enter without permission or 24 hour notice.
Some leases may not say anything at all about it. This subject is usually based on the moral of the landlord. If he is sending people to your house for random things like that, then you should call your landlord and tell him you don't appreciate not being notified.
And also think about the safety issues. What if someone came to your home claiming to be sent there from the landlord, but really they were criminals and end up robbing you blind? Ya know?
And there's nothing you can do about it because you would believe they were sent from your landlord. Definitly call him and explain your concerns. Good luck!
