In the UK, a person can point a camera at his own property and have an overlap onto your property... he cannot set it so that it solely records your property. Even the council has restrictions on what it can and cannot record. However,, In the UK, it is a civil matter, not a criminal matter, unless the camera is set up to record indecent images.
She can use the camera to film her own property such as windows and doors in her building. If she is pointing right at your window you would have an argument but you'll find these new laws are not laws. There acts and these are "contracts".
