It could be build up of shampoos and conditioners or styling products. I know head and shoulders in the past has worked to stop and itchy scalp for me. Use of baking soda and a little vinegar, while showering, takes off that layer of build up from synthetic products.
Go really REALLY easy on the vinegar the first time. What you could do is dillute the vinegar to a 10/90% vinegar (or even witch hazel)/water solution. Use that, rinse.
Massage Baking Soda into it, rinse thoroughly. One note though, the baking soda, doesn't give the shine that shampoos adn conditioners do. I always use conditioner on my hair after using baking soda, but your hair will remain flat and have a 'matte' look.It will also feel a little bit rough, instead of silky.
