Republicans blocking tons of spending legislation Obama wanted is why deficit may be reduced. Don't forget, Obama wanted no caps on his continuous spending programs, but Republicans had to fight that also to keep his spending from raising to the sunshine. You have to know the reasons to understand this all, and the Tea Party knows how it's happening and, for the country, they're glad of it.
