Ignoring the fact that a President cannot spend a dime without congress approving it, the numbers do not even come close. Total outlays for 2010-2017 fiscal years (budgets prepared by Obama) are projected to be 30.3 trillion.
All previous Presidents combined spent 54.1 trillion. So Obama's administration has spent 56% of what all previous administrations did. Other recent two term administrations record the following results: Bush 63% of all previous administrations, Clinton 65% of all previous administrations, Reagan 91% of all previous administrations.
