In theory they still can recover your files, but they would need software that only the FBI and other organizations of the type have. Don't worry about your files, with a common software they can't do it.

No it will not, all reformatting does is put a piece of information on the drive to tell windows that it can use the space, never sell old hard drives as the info can be easily recovered using free software from the internet. Best to destroy the drive and throw it away if you cant store it.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
