Ok, for why guys are perverted, at your age, they're just seeing how girls bodies are attractive, and they love girls. It's a part of their sexuality. It's their way of expressing their fascination with the girls body and a way for them to connect with they're friends since they all see the same people.

Laughing at them- like laughing at their joke- is usually a turn on, but making fun of them is not. And when girls tell dirty jokes, it might be a slight turn off, because guys view girls as this simple, reserved type of person. Someone who doesn't know a lot about sex in general, and I think for some guys the "naive" girl is attractive.
