You'll need to rent privately as you won't be awarded a council flat witin the next year or so. You'll need 1 months rent + 1 months deposit (around £1000 in total in the bristol area for example). If you try to rent through an agency you'll also need to find around £250 for the agency fees for creating the contract etc. If you rent through a private landlord you won't need the agency fees.
If you are both no benefits you'll need a Guarantor (his mum) who is legally responsible for the rent payments and will be contacted if you don't pay up on time and taken to court if you default. You need to check the website below to find your LHA rate (if neither of you are working) as Housing Benefit will only cover up to the amount in your area for a cheap 1-bed flat. If you're working work out how much you can pay yourselves as you won't recieve full Housing Benefit.
Use the Entitled.To website to work out how much they'll help with on your wages (joint income is taken into account). You pay the deposit and rent in advance before moving in to the property. You are then covered for 1 month until you need to pay your first regular rent.
You will be tied into a 6 month or 12 month contract which is legally binding, if you want to move out before you will be liable for the whole rent for that period. You can find a flat and move in within a week (they usually do credit checks). You apply for Housing Benefit and Council Tax Benefit on the day you move in, not before and not after (they don't like backdating) and you can sometimes apply online.
If not get the form before you move in and complete it. Your landlord doesn't need to know if you don't want them to (just check the right box). It takes up to 8 weeks to start your Housing Benefit claim so you will need to cover your rent for the first month somehow, probably your mum.
If she can pay the first 2 months up front + deposit that should give you time for the claim to be started and backdated so you can pay her back later. That's it.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
