It's referring to "The Lord of the Rings" ....Frodo, a common hobbit, was given the task to destroy a ring of power. The one who has the ring and wears it controls all of humanity--but it also has the capablity of destroying the person who wears it. Basically, whoever rules with the ring is a tyrant.
