Police are servants of the law.... to serve and protect citizens. Whatever the law is ... they tend to enforce that...at a street level.. Prosecutors - prosecute in the court before a judge about the infraction of the law a person has committed. So the police arrest and the prosecutor presents to the court for persecution to you... fines, imprisonment etc.. a committee member does some research and presents to say a board... like a home owners association might set up a committee to search for better lawn service or cost cutting measures .. etc. a commissioned person / group might make in-depth studies or hire those to conduct a study regarding X.
They would handle a budget and time frames for results. Like variances of water pollution and means to change. Weighing the different types of pollutions / causes and who all is affected and at what sights and rates.. impact study....achievement methods and costs / time-line for improvement.

The police are the people who gather the evidence and, depending upon their capabilities, examine it. The prosecutor makes the decision regarding whether to continue with any case. The difference between a commission and a committee is just semantics.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
