Should a second grader have 12 pages of homework front and back?

That's way to much. Speak to the teacher, maybe the child mis understood what he was suppose to do for homework. Maybe it was assigned to be completed at the end of the week.

I believe we expect less of our students than other countries and we don't rate too highly in comparison either.

If it is for a whole week of school, that sounds reasonable. For one night of homework, it seems way too much. My daughter's school guideline is 30 minutes max per night and separate reading time.
