Basically, for both the light bulb and the LCD TV, they both suck down a big burst of electricity when they turn on and heat up. That's why sometimes you see the lights dim when you turn on an appliances, but then the lights come back up to normal as the appliance calms down and switches into operation mode. The question is how much extra electricity do they consume when they first turn on?
It's probably not more than a minute's worth. But another thing to consider is how much life have you used up simply turning a device on and off. I know for me, more than 90% of the time a light bulb blows out when I first turn it on, not while it's on.
If I had just let the light bulb on, it wouldn't have blown out. There was a story about an original Edison light bulb that was still on in a garage after 60 years because it had never been turned off and on in all that time. A TV is more complicated than a light bulb, and obviously turning it on can wear on the components.
We see questions all the time about someone turning on their TV and suddenly there are blue lines in the image, or the sound went out, etc. , when it hadn't done that before. You almost never hear about this happening WHILE they're watching their TV. When you're looking at an expensive TV repair, you would certainly ask yourself was it cheaper just to leave it on than to risk something breaking.
All this is leading up to an opinion which leads up to a rule of thumb. Rather than turning the TV off and on every time you leave and enter a room, I think a half hour is probably a good rule to follow. If you're going to be away from the TV for more than half an hour, then it's probably a good idea to turn off the TV.
