The 2nd computer is much better because it has a low-midrange graphics card (Radeon 5670) while the first has a non-gaming card (Radeon 5450). 75% of your gaming performance depends upon your graphics card, it's the single most important component for any gaming rig. I don't about ultra, it's probably enough.

The difference between those CPUs is a non-factor for SC2 - the game is only coded for two threads, so there's no difference between a quad-core and dual-core Athlon II X4 for purposes of gameplay. Update 2 The amount of memory on a graphics card is NOT an indication of how good the card is. In fact, card manufacturers often put 1gb on low-end cards to make them look more attractive to unwary buyers.
Second PC is much better as Radeon HD 5670 is MUCH faster than the HD 5450. HD 5450 is not a card designed for gaming.it is fine for web surfing,watching movies. SC2 is not a demanding game and HD 5670 can easily play it on High.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
