It is of course, absurd to even think of doing this. To ban collection of it is totally unbelievable... wow!

No. They should collect rainwater, and allow people the liberty of choosing to do likewise. You'd need to distill or purify it before drinking it, however.It would be even cooler if the government could harness the power of lightning and tame it into a battery for later usage.

They essentially will be doing just that with the changes to come in federal regulation of essentially mud puddles, small and large, on the property of private landowners. Once they do that, they will have the opening to as well come on any lands they choose and erect 'improvements' to collect that water and most likely charge the land owner for using any of that collected rainwater, and probably not care if their cattle starve because the land owner can't pay them. Fits with the the United Nations' wish to see us all vegans, and make cows the number one bad animal of the world.
