Yes it would affect the quality, because you wouldn't get any video at all. The Surface 2 doesn't have video input. USB to HDMI adapters are generally for use with devices that don't have video output, so that you can get an external monitor connected over USB.

I don't think you understand that your surface CANNOT! Accept video from the Xbox onto it's LCD correct me if I am wrong but there is no purpose either.
