It is NOT normal to soften the water you're using outside.In the first place, softening water adds salt, which your lawn and garden don't want or need. In the second place, it's an unnecessary addition to the water running THROUGH the salt, using it up faster, especially if you're watering your lawn or filling a pool or some-such. Every system I've come in conatact with put the softener unit AFTER the branch-off to the outdoor lines.
I don't know why you're having a low pressure issue, however. In general, that has more to do with pipe size or obstruction than with a softener unit--if you're on a well, it could be related to the pump's capacity. But seriously, I write books on water and wastewater treatment, and don't let them tell you that standard practice sends softened water to the lawn.It's plumb foolishness.

The problem: is that when a plumber runs plumbing in a house, unless he is told otherwise, he will run all of the cold water through the same pipe (extept if the water has to go both ways directly from the entrance) that means that your outside taps are feeding from the same pipe that any taps inside the house feed from. The long term solution would be to have a plumber install new outside taps on a dedicated pipe that draws water before it goes through the water softener. Note that this is also an expensive solution.
The quick solution is that there is usually a tap connected to the water softener (or adjacent to) that runs unsoftened water.
The water softner should absolutley NOT be connected to hose bibs. Call the developer asap .
Your lawn certainly doesn't need soft water But if you have gotten soft water through out your house,you may have to run pipes to from your supply to your outside faucets in order to bypass the softener. Of course, the more soft water you pour on your lawn,the faster your chemicals will be exhausted and the more you'll have to buy. Sweet for the water softener company.

A quick test...... Normally, only one supply of water goes to the whole house, both inside and outside. I don’t know how new your plumbing is, but low water pressure can be cause by the normal build up of mineral deposits on the walls of the pipes. Take a hard plastic handeled srewdriver or other tool and strike the pipe; best on a longer section.
You should get a sound with a slight ring to it. A dull or muffled noise may indicate a mineral coating in the pipies, and you might want to consider replacing the supply pipes. Check as many of the piping as you feel is needed.
A suggestion: get a couple of rain barrels instead of using your potable water. The salt used to de-mineralize water can build up over time and cause damage to your plants (think of what road salt does, only much slower)! You’ll be saving water, too..
Only when my Gas furnace clicks on, all the water/shower faucets will shock me when touched. HELP.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
