The context of the quotes shows that Jesus had just told the crowd off for demanding a miraculous sign. The only sign they would get would be Jesus' resurrection - the sign of Jonah. He then went on to say that He was greater than Solomon, yet they refused to listen to Him.
So the Queen of Sheba would rise up in the judgment to condemn them, as would the Ninevites who repented at Jonah's warning. He was greater than Jonah, yet they refused to repent. Then came Jesus' words about lighting a lamp and puting it on a stand, and how the eye is a lamp.
Context shows that we must listen to Jesus and repent as a result of having listened to Him. Then the light of Christ will fill us and keep us from the deeds and thoughts of darkness.
