This dude steering wheel is on the right side (passenger) of the wheels. He has NJ plates...how is that legal? Is it legal?

Every state will have different laws but it usually isn't an issue to have the steering wheel on the right or passenger side. Many postal vehicles are built that way for easier access to mail boxes. I used to drive a Rolls Royce limousine in Colorado that came from the UK that had the steering wheel on the right side.
