In one case I saw in California, the money was to go to blankets to keep the folks warmer and because that money was in paw, it was used buy drugs that should have been funded anyway. If you go to City Data and examine the comments on the various cities, you discover that as early as 2007 the doctors were leaving El Paso, Texas as a reflection of unpaid bills, and very shaky hospitals that were shaky because the bills were not paid. There are no resources beyond for American Citizens beyond what we get from the community.. and what we get from the Federal Government.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
