Was McCain right to harshly criticize Donald Rumsfeld when he was sec of defense?

As far as I can see, Donald Rumsfeld was a major proponent of the attempt to fight wars on the cheap, which means shorting the forces on sufficient armor, equipment, and troops to do their job. I'm not clear on whether he supplied Veep Cheney with the $50 billion cost estimate for the whole Iraq war, beginning to end, or was trying to support that estimate. More.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
