CHOCOLATE BROWN! It really anchors the airy lightness of the blue. It's a wonderful color combination, and I have seen many household items (towels, bedding, etc) in this combo.
I'm actually using that combo for one of the bedrooms in a cottage at my "Bed & Bistro". Textures are important, too. A smooth, glossy brown vase will look like a polished chocolate kiss.
A shaggy chocolate brown rug will remind you of cake frosting. Consider making the curtains white, in a sheer fabric... to simulate the ribbon of the tiffanys box! Silver metallic accents will work better than gold, by the way.
I am currently doing the same thing for my bedroom! I have done two walls in cream, and the other two in Tiffany blue. I did this to create the illusion that the room is actually larger than it really is.My color scheme consists mainly of silver, cream, white, and, of course, Tiffany blue(robin's egg blue).
I also just added a light pink duvet cover to warm up the room(link below). Keeping light, airy colors creates a more spa-like feel to the room, and will leave your sister feeling refreshed and clean when she wakes. Its amazing what color can do!

Colors that go great with it are light green, yellow green, and of course white. White makes it look like bubbling water or a white cloud sky. Here's a blog that shows a few pictures of what it can look like.
Depends on the effect you are going for but chocolate brown as mentioned above would look really nice, but you have lots of options. If you really want a striking look a deep red will make it pop in contrast (I love contrast combos, but they aren't for everyone) otherwise a lime green may create a nice effect for you too. I found a site that said "Compliments Light Yellow, Kiwi Green, Mocha" .. .
And I thought I would never use my color theory class ^_~ Also I found a "color a room" tool, have fun with it. bhg.com/decorating/color/colors/welcome-....
I suggest a shocking pink color. That would really set off the blue.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
