The easiest and cheapest way is to use natural materials: - Collages and projects with found objects (make a picture frame out of twigs and acorns, for example, and display a picture taken around halloween/fall) - Use a pressed flower technique with colorful leaves and string them together, hang anywhere - Be creative with pumpkins and gourds. You don't have to do the traditional scary face with candle inside. You can simply make a cornicopia as a center piece, place some gourds in a grouping on the front porch (carved or not), make a cute display of small pumpkins in each window facing the street, etc. Depending on where you live, you can find these pretty inexpensively.
