I came across your question when I clicked my account. I am not decided whether I should enter the contest. I feel so much of a newbie and I know I have to learn more about HubPages.
However, if I do enter, I am guessing that the best ways to get noticed are (1) Have a lot of entries -- much more than any others; (2) Get the word around that you are joining so fellow hubbers can give advices/encouragement and even positive feedbacks on your entries; (3) Make the entries more eye-catching -- use everything from words to colors to lay-outs. Some days I might not publish anything because I don't have five yet. Waiting until I can submit five in a day gives me the best chance in the daily draw. Only one of those needs to be my best work.
Unless you're extremely prolific, skip the first few days. That's when competition is fiercest because people are submitting hubs they've been polishing for weeks. The lowest participation was past the first half, but before the last two days.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
