It is very simple, do not worry too much. Now you already have a hub tiltled "Sinus Disease -The New Therapy", then you can use tags as "Sinus Disease", "Therapy" , "Diseases", "Sinus". Tags is shortest reference to your article.
If you write about "American War Heros", then you can use tags as "American War Heros", "War Heros", "War", "Heros". Even you can use tags which is not in the title but related to your hub, such as "Health" to your published hub.
Just enter a one word or two word short phrase for each of the two they request.
They can be anything from your article that a web searcher might enter in Google that would hopefully lead them to your Hub.
After you enter a few, then HubPages will suggest even more. Just use the ones appropriate.
The tags are very important if you want someone to find you! When you choose your title make sure that the words in your title get repeated in your hub several times. Take your title and put sections into the tags.
Like my nose drips from .... you would put my nose drips, make it more than one word tags.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
