I've had rice (and oats, and flour) that I thought was airtight, but those buggers found a way in. Basically, we had to empty out our pantry, clean all the shelves thoroughly, inspect all the food, throw away anything that even looked buggish, and put EVERYTHING else is TIGHTLY (clicky clicky goes the seal) sealed containers. The bugs are gone.

The expense and work were worth it. (That our pantry is next to the kitchen door likely has something to do with how the problem started, but this isn't my house--I'm not the doofus who designed it. ) Anyway, you can toss the rice and buy new (cheap to do) or call it extra protein in the stew..
