What comic character did the Colonel on Avatar seem similar?

This is a Mattel Movie Master Series action figure of Colonel Miles Quaritch, the contractor who serves as head of security leading a private military force called Sec-Ops, on planet Pandora in the movie Avatar.

Colonel Quaritch was the character played by actor Stephen Lang and he clearly resembles to other action figure, Colonel Victor Hoffman, from the action figure collection NECA Series 5, one of the highest ranked members of Gears of War. He also resembles the popular G.I.Joe action figure, Chuckles.
