Native Americans should be allowed to ignore any border they do not create themselves.
Many are of native ancestry, others are descendants from Spaniards, Portuguese, etc. Some are even from groups you don't think of as Latino such as Germans, Italians, etc. Those folks more typically come from South America. I suppose the defining element is the Spanish culture which is the major impact source. To answer your question: no, it shouldn't matter. However, we live in world of citizenships, passports and sovereignty.
You wanna make a lawyer nuts? Try this, if a member of a Native tribe from Mexico enters the USA with a tribal passport, but overstays his allotted time, where would he be deported? The tribe--which may not be recognized by the US government, or to Mexico, which is a foreign country to to him and may be a violation of his due process rights.
Now watch the lawyers chase their collective tails over that one.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
