The proposal, if voted by the people, would let president to get re-elected indefinitely, would extend the president's term from 6 to 7 years, would lower the voting age from 18 to 16, would cut the maximum working hours per day from 8 to 6 hours. It is a sham. No country can thrive if its workers only work 6 hours per day, unless of course they are worked like dogs for the 6 hours to get the same productivity now gotten in 8 hours. Employers will deal with it by eliminating lunch breaks etc.As for the unlimited term, and extending the presidential term.
Those are both moves designed to allow him to remain in power indefinitely, much like Castro has in Cuba. The moves he makes are largely communist style moves of giving the power back to the little guy, and making the life of the little guy better. In the end, the economy is held up only by oil and when that fails, the little guy will be the one that loses first.
Eventually it will be much like Cuba is now, the wealthy and powerful thrive while the poor just exist, with a beautiful culture that the world never gets to see because of the poor decisions of a political leader. Lowering the voting age is another move to cement his power. The younger people of the country are the ones who love Chavez.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
