It means he likes you and may even be fond of you, but he's not interested in dating you. That shouldn't seem too complicated.

It could mean that he's not quite sure how you feel about him so he won't make the first move. Or it could mean he really just likes you as a friend and is affectionate in like a brother sister type of way.
