It's usually called a contrast collar. Contrast collar shirts are a look that goes back to the time when shirt collars were separate from shirt bodies. Prior to 1920, if you owned a striped shirt body you probably didn't own a matching collar and so you wore white.

I don't know any other technical term other than 'contrasting' collar (if it is a contrasting color). My husband looks his best in white collared dress shirts & french cuffs. Just my opinion, but I think most business me do.
