What is safer: paying with a credit or debit card by phone, or paying with a debit or credit card by internet?

If it is a legitimate business, and you called them, yes it is safe to give them your cc info. {They would have it after you* paid upon checking out - right?! *referring to the people who use credit cards.

} In the U S there is a small limit of $ one can be charged ( and it is often waived down to 0 ) if someone fraudulently uses your cc. Have a good trip and stay.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
