Each registered AEC must have a minimum percentage of at-risk students enrolled on the AEC verified through current-year PEIMS fall enrollment data in order to remain registered and be evaluated under AEA procedures. The at-risk criterion is 75% in 2008 and beyond, where it is expected to remain. Safeguards are incorporated for AECs not meeting the at-risk registration criterion.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
