In my humble and honest opinion I belive long hair(at least shoulder length)brings out a "chubby" woman's sensuality. It also slims the appearance of being chubby while adding accents to her curves. Hair color really doesn't matter as long as she can pull it off and wear it well.

Depends on the type of the hair and the shape of the woman's face. If it is too round, the hair should be more straight to the shoulder, sometimes a short hair cut looks amazing, my sister has short hair and she has a beautiful face, other woman I know has long straight hair and she looks amazing too. I believe the best advice ever should come from a real hair professional, I think it worth to pay someone to decide with a woman what to do with her hair and then after she can just maintain it.
I do not agree with the " What makes you feel good it is right", many times it is not true, some chubby women may feel terrific wearing a mini-skirt or a skinny jeans, but they will not look good at all and people will comment about the outfit,which is not okay. Same with the hair. Look for a expert in this case!
