Well the term "electronic" is to broad, you could consider lady gaga electronic but I would say its pop music. Its all about your opinion really, so my personal opinion of the best festivals might be much different than yours. With that said XL records (Prodigy, MIA, ETC.) which is owned by beggars group has festivals in europe frequently and any festival with alot of "beggars group" artists (Rough Trade, 4ad, XL, Beggars Banquet, and Matador records) is going to be good with out a doubt.
Although these may not always be "electronic" festivals. Europe has really always been the hotspot for electronic music mainly due to the popularity of EBM and drum and bass artists that were emerging from XL records in the early 1990's. The club scences in manchester were very innovative compared to the rest of the world, but association with illegal drugs and sexual crimes has made these kinds of festivals much different than what most people would think today.
Also festivals can be a very broad term. I would prefer something like the first link I posted for the kinetic fest, but this might not be your idea of a festival, in the "hippie" or woodstock tradition. These festivals take place at different clubs througout a few nights but one ticket will get you into all shows.
Each show has its own sub-genre of electronic music as a theme, This fest is alot of early industrial and EBM. If your not familiar with this kind of stuff I would not suggest the festival as many people find it harsh and other say its just plain noise. Another similar fest is "The Wave-Gotik-Treffen" in 2011 it will be from June 10 until the 13th in Leipzig/Germany.
Now this fest if for the extreme electro goth nerd, complete with midevil themes and a generally dark atmosphere. (in a very theatric and non threating way) It has already happend for 2010 and the bands for next year have not been listed but in the past artists have been Gothic rock, EBM, Industrial, Noise, Darkwave, Neofolk, Neoclassical, Medieval Music, Experimental, Gothic metal, Deathrock and Punk. This is a more traditional festival with camping and three full days of music.
The Wave Gotik fest is my number one suggestion, its in the traditional music festival style and involves alot of music im have loved and grown up with that would mostly be considered electronic. However there are always ecstasy ridden dance festivals with no name djs and artists pretty much all summer in europe and even in america, if thats what your into its just a matter of finding them, however I wouldnt suggest any of them.To me they seem a dime a dozen and there is nothing musical about frying your brain and making a fool of yourself trying to have sex in public. Its sad but its just hard to find good electronic festivals in america if your looking for timeless and respectable music.
I believe future coachella festivals will get increacingly electronic due to the popularity of bands like MGMT, but I really wouldnt be interested in something like that.P. A decent festival has popped up on this side of the world in the last few years. It's called the Electric Picnic, and while it's not an exclusively electronic festival (you'll find guitar bands there too), some of the world's top electronic acts have appeared, and continue to appear there. It's only around since 2004, but in that short time the acts that have featured include Kraftwerk, Gary Numan, Royksopp, Laurent Garnier, Hot Chip, Goldfrapp, Groove Armada, Human League, Pet Shop Boys, Massive Attack, UNKLE, Josh Wink, Underworld, and Orbital.So everything from "pure" electronic to synthpop to electronic dance.
It takes place in the town of Stradbally, about 50 miles from Dublin. The electronic acts who will feature at this year's festival include Leftfield, Booka Shade, Crystal Castles and Fever Ray (of the Swedish electronic duo The Knife). The overall vibe, atmosphere and layout of this festival has also gotten great praise, Billboard described the Electric Picnic as "a textbook example of what a festival should be", and Rolling Stone magazine labelled it "one of the best festivals we have ever been to".

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
