It depends what you want to go there for. For the best experience and taking in atmosphere you want to go during one of the holidays - Christmas & Halloween especially. If you want to avoid crowds though, you want to avoid these peak times and general school holiday times.

From my experience, we've found a couple of weeks before Halloween to be very good - usually all the decorations are up and celebrations are happening, but you miss the crowds. Easter is another good time to go as it doesn't get too busy, if you pick the dates right. An extra tip - to avoid the crowds during the busy times, try going to the park early in the morning.

In the research I have done, I think the best times are the last two weeks of September are less crowed since most schools have just started and as stated before, the week before Thanksgiving week is uncrowded also.
