Story often repeats itself because mankind either does not remember it, associate it, or know it well enough to keep from making the same mistakes over and over. Discipline and behavior are learned traits which come from experiences which we have had in most cases. When we quit drawing on those skillsets, we basically are navigating the future without a plan for the circumstances we encounter.
Our plan lies in our past with some adjustment for time and technology. That is the beauty of history. WB.
Say we have a war and - after its over - a couple of million people are dead and the survivors all say, 'Gee - I'm not gonna do that again in a hurry! 'Then, a couple of years down the line, guess what - we're marching off to war again! So the theory goes: the first war was the result of a mistake that somebody made.
The second war was the result of us not learning from the mistake that started the first war. Hmmm. Get your heads round this folks.
All wars are planned. They are not mistakes. They are opportunities for certain individuals, families, dynasties to make lots and lots of money!
Wars are not inevitable. They are not the totally random, unpredictable outcome of introducing chaos into an otherwise ordered social, political and economic system. They are the result of direct manipulation of that system by those that have the power to do so.

I think we are. If we think of our own life experiences and expressions like "I wish I'd listened to my mother now". Humans tend to have to find out things by making their own mistakes, no matter how many times previously the mistake has been made.
There is nothing new under the sun and everything that has happened before will happen again in advance ways. It's just the nature of things, and it's out of the control of man. It is said that If you don't know your history you may repeat it, no you won't repeat it you will never see it again.
The advance ways of the present is unknown until time creates a new history for man to try to avoid repeating.
The best way is for story to tell the truth first, and then we learn from it. Unfortunately what we know to be It is his story. Who's story.

The best way for history to not repeat itself is to not only have accurate and honest education of the past but a comprehensive education that teaches one how to avoid the mistakes that were made as well. Further there needs to be a social safety net that can help or pressure people from avoiding a repeat when they are noticed to be going down that path.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
