Depends on the type of wasp. I covered the methods for the various different types of wasp nests in How to Kill Wasps. There are some species that you are better off leaving alone if at all possible.
Fill a squirt bottle with rubbing alcohol. Spray it directly into the nest. They will drop out instantly.
They won't fly out and sting you. Discovered by accident, it is amazing and very cheap!
I don't know if this is the best way. It sure is entertaining though.
If you are in a cold state wait till it is cold and hit it down. If your in a warm state stray bee killer on it from a far away distance. Be careful.
Pressure washers work well also.
I use a direct stream spray from the big box stores. Can spray a direct stream of pesticide from about 15' away. Its very cheap, i'm a landscaper and I stock up when on sale, its usually about $2-$3 per can.
Best used when cold because they won't come after you, but at 15' you can do it whenever. I got attacked thursday cutting mexican sage, I only got it once, but my worker got stung about 10 times. We didn't see it till we were on top of it.
Personally I would just knock it down and throw it away, but then I read this article and its actually pretty interesting, probably more then you ever wanted to know about the little insects but give it a read and im sure it can help you out. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
