Developmental disability vs delay There is an excellent website in pdf that clearly lays this out according to federal guidelines: in general, the delays is simply a child developing in some manner later than a similar cohort of other children. The disability starts counting at 5 years old and does not catch up with other children in the areas affected. Five of my children are adopted. Each one, except the one adopted as a five week old infant, hit a delay of about a year after adoption. There was just too much to cope with for each of them and emotionally they came to a skidding halt until their lives seemed manageable to them again.
Then all but one caught up nicely. The one that didn't had a developmental disability. S mother had given him drugs when he was little, and that had caused brain damage.
He is not retarded -- his IQ is a straight 100. But the brain damage caused a developmental disability on top of the earlier delay. He is completely unable to conceptualize a new idea.
He can work with something technically and learn it and do quite well, but to deal with what he is doing or learning as an actual generalized concept is beyond him. That is a developmental disability.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
