What is the proper etiquette to make a hub response for another hub? I see in the answers?

You can simply write another hub and refer to that hub. You can also keep it a separate article and only loosely refer to that hub. But it doesn't matter - you can easily write another hub where you express your views in response to some other hub.

There is no technical way to make the hubs linked (like in the Answers section) but you can still add a link in your own hub to that other hub.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
