I've never owned an oven with a preheat setting, but from what I've read, the preheat setting is supposed to gauge the temperature of the oven and beep when that temp is reached. Allegedly, other ovens just beep after a set period of time, and don't actually check the temperature. Never having had a preheat setting, I don't miss it.
I just turn the oven on and if I really need it at a certain temp, it's simple enough to check the oven thermometer to see if I've gotten there yet. Otherwise, it just beeps after its been on for a while, and usually that's close enough. If your preheat setting isn't doing what you think it should, there's no reason I can think of why you need to use it.
As I said, I've never had an oven with that setting, so it's not like it's something that's required.
How my oven works When my oven 'preheats', both the top and bottom heating element come on to get the temperature up to where you want it quickly. If you were to 'broil', only the top heating element would stay on. When you want to 'bake', only the bottom heating element will come on to keep the temperature constantly at your desired setting.
