There is no one particular pokemon that is the rarest. Legendary pokemon and special pokemon (metallic,dark etc) are generally rarer. So, shiny lugia is as rare as a shiny kyogre, but rarer than a normal lugia or a ghostly abra.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
