What is this character in children's book, the little girl who wears red shoes?

She's really just the main character though, she doesn't really do anything good. I guess whoever gave her the matches, because they kept her alive for at least a little while. The protagonist is not always the main character, but in can be.

In this case, it is not.

It's the little match girl. She is poor and sells matches and one night dies of exposure despite burning all of her matches trying to warm her cold fingers. She is found the next morning, dead, with burnt matches all around her.
