What might stop the horn from working if the horn is good on a '91 Chevy Cavalier?

My first step would be to check for a blown fuse. Answer Then the second step is to check the horn relay. It's on the drivers side under the dash, behind the fuse panel.

You probably have to unscrew the plastic under dash panels under the steering column to get at it.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
