After the vote to support gay marriage, the PM moved an amendment to allow a conscience vote on the issue in Parliament. This is within the normal procedures. The amendment passed narrowly.
Had it not done so, all MPs including the PM would have been required to vote for the motion when the bill came before Parliament. The PM would have followed the party line but a few members would have crossed the floor and that would have caused problems. As it is, the PM can vote against the bill if she chooses but in fact she is likely to vote for it as most ALP members will.
Among coalition members, there will probably be enough in favour of gay marriage, whether or not Abbott supports a conscience vote, who will cross the floor or abstain for the bill to pass. Some members of Parliament are personally against gay marriage but are aware that they are representing their electorate and the majority of people in the electorate are in favour of equal rights for homosexual citizens. And about time too!

Anyway, to answer the question, in the ALP, one has to toe the party line at all times, otherwise they're expelled. The Coalition allows its members to cross the floor without penalty. On this issue, there hasn't been an vote yet, just a vote to allow another vote.
It's called a 'conscience vote', because members are supposed to vote with their 'conscience'. The ALP as a whole do NOT support homosexual marriage, which is about their only policy with which I agree. Homosexual marriage will not become legal in Australia, as the Coalition and other independents, like Tony Crook and Bob Katter will never vote with it, alongside many Labor members.
