All areas obligated 50 percent of the funds apportioned to them before the September 1 deadline; therefore no funds were made available for reallocation. The balance of the initial apportionment must be obligated by March 5, 2010. Many areas have already obligated all of the funds apportioned to them. FTA expects all of the funds to be obligated before the next deadline and that no funds will be available for reallocation.
Currently, ARRA funds are not eligible for operating assistance. There is a legislative proposal included in the Supplemental Appropriations Bill S. 1054 that, if enacted, will allow transit agencies to use up to 10 percent of their formula grants from the Recovery Act on operating expenses.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
