I've been looking around a lot, and I've found very few places that offer COMPLETELY free fonts. Sure, you can use them to help make wallpapers, print things out for yourself or friends, etc., but it becomes a sticky situation when you want to use them in any printed material that may result in monetary profit. So, what I'm asking is: are there any websites that offer fonts that you can download and use however you want (privately or publicly), without having to pay anything for them?

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
