Windows CE is the underlying platform... Its used in a wide variety of applications and embedded systems. Normally its used as a building block for some sort of application. The Windows Mobile team, take the Windows CE, and add their own librarys, UI, applications drivers etc to make Windows Mobile.
Just to confuse things further, Windows Mobile comes in 3 'flavours' Windows Mobile Classic Is for Touch Screen devices that do NOT have any phone components. (Such as the aximsite.com Dell Axim) It was previously known as Pocket PC (Pocket PC is an older Version of Windows Mobile Classic) Windows Mobile Professional Is for Touch Screen Devices that have Phone capability (Such as the http://www.htc.com/www/product/touchpro/overview.html HTC Touch Pro) . It was previously known as Pocket PC Phone edition.
This is the most common version of Windows Mobile used today. Many Classic applications will run on Professional and Vice Versa. Windows Mobile Standard edition Is for Non touch screen phone devices... (such as the http://www.filesaveas.com/windowssmartphone.html Orange SPV 500) and was previously known as windows mobile smartphone edition.
Standard software does not work on Classic or Professional. From the above confusion you can get an idea that the Windows mobile team was not as focused as it should have been! This may change (or get worse) when windows changes the names again and unleashes windows phone!
