Honestly, the answer depends on what you intend to use the object for. If it's food, go for quality over price when and if you can. Quality food doesn't always mean expensive, though.
Most raw vegetables are better than those in the most expensive convenience frozen dinner, for instance. If you want something to cover the table for a party and only have that type of party ever two or three years, choose something cheap. It may not last past the party, but who cares?
If, however, you host the annual Christmas party and the table covering is part of the tradition, get a quality cloth that will last for many Christmas parties. You'll save money that way. Each situation is different, so ask yourself if the item needs to last or if it's okay for it to wear out after a few uses.
